Can this ability be used on units not falling back?
Can I just use it to grant Fearless?

No, but the wording seems to imply that only a falling back unit would become fearless.

The way I read it, it can indeed be used on units not falling back. It just has an additional effect if you do it.

General Effect: Unit becomes Fearless.

Specific effect: If unit was also falling back it immediately regroups and also becomes Fearless.
