So I was playing a friendly game yesterday in which I had an Ordo Malleus Inquisitor in a squad of 5 terminators. I got notoriously lucky and failed my saves for all of the terminators. The inquisitor took a morale check and failed so he fell back. Now on the next turn does he still need double ones to regroup? I didn't think he would have to as the unit that was under 25% was gone. For the sake of being a sport I let him continue to run off the board because there wasn't anyone else to ask.
You should read the rules for ICs in 6th ed. Even if there was still a squad member left, and they were under 25% of starting strength, an IC allows them to rally on their normal LD, rather than requiring double 1s.

Also in the IC rules, after the unit he's attached to dies, the IC again becomes a unit of one model at the start of the next phase. That unit happens to be 100% accounted for on the battlefield.
