Hi
Can a psyker cast a beneficial power onto non codex allies, such as eldar farseer casting fortune on a dark eldar allies general?

Check the ally rules. If they're battle brothers, then yes. If not, then no.
So in your example, yes.

It also depends on how the Psychic power is worded.

Some psychic powers say they can be cast on a Friendly unit. If so, then Battle Brother-level allies qualify. Some psychic powers only apply to units from one's own codex.
Please check the wording of the power in question.
