Dodge would have done nothing as his second action.
It was the second MOVE that brought him into
LoF of the enemy model - he wasn't in
LoF with the first one. If he had declared 'Dodge', he would NOT have moved into
LoF, so no shoot
ARO would have been made against him.
Dodge only grants movement in REACTIVE (where it's half your first mov value). In ACTIVE, it grants NO movement at all.
But yes, doing a move-move order where people can shoot at you is bad. Unless it's at over 24" and you have
ODD or
TO camo. Then it's just iffy.
