Me and a friend of mine are having a slight disagreement with the rules. The question is: Can the Banner of Devastation confer its shooting bonuses from inside the vehicle to troops outside of the vehicle?

Go.

I believe that's a valid strategy. I believe it also transfers to the Land Raider's guns if they're effected.

Little further digging and our answer was found in the BRB FAQ.

Q: Do embarked passengers with ‘area of effect’ wargear, such as
the Big Mek’s Kustom Force Field, measure the range of such items
from the hull of the transport they are embarked upon? (p78)
A: Yes

It says as much right on page 78. The FAQ is really unnecessary, but reiterates the point.

Where abouts on 78? I see the permission to measure range to Fire Points, but no permission to generally measure range to/from the hull for non-shooting.

Right. It would be in the one section that I didn't think would contain it.
