My roommate has the new eldar codex and is 100% positive that he can give this fancy little gem to Eldrad. I told him that he cant edit special character's war gear unless it says in their entry, but he thinks that he can because its a new codex.
Is there any entry I can use to decide this argument?

No, definitely not. Show him the army list where it doesn't say he can take extra gear from that list.

I'd also add that if you flip back and forth between Eldrad and the normal Farseer entry it becomes very clear that one of them can take options and one can't. Sometimes this side-by-side comparison is needed to convince certain people.

The unit entry in the army list section explicitly tells you what units can buy which options. Almost invariably special characters have no options whatsoever.

Soooooo easy to refute if you just look up a little from the wargear list itself (which I take it you've not yet had a chance to do). Page 91 of the Codex:
"Many unit entries in the army list that follows include options from one of these lists - in each instance, the army list entry will tell you (in bold) whether these are available."

Only the Autarch, Farseer and Spiritseer can take items from the Remnants of Glory list. None of the named characters can do it.
