So the question is in the title, it's just that most legions recruited from their home world but Angron only returned to Nuceria once. So did they just recruit from conquered worlds? It's jut that IMO this wouldn't give you that many loyal troops.

Yeah, they recruited from all over the joint, rather than just one world. That's why they have different ethnicities etc. within the Legion.

Which would be why they sided with their - similarly begrudged - Primarch when he turned against the Emperor

They likely operated the way the Imperial Fists do in Ian Watson's Space Marine: Obey or die. If the gang scum recruits disobey a single order they are killed. By the time they make it to full marinehood they have been fully indoctrinated to obey.
