So I own no Harlequins, Scorpions or Banshees nor do I own the codex next. I figure that some close combat aspects might be next venture to round out my collection but I know for a fact that there is no new assault vehicle and this just screams unreliable to me! Considering the price of most wargames including 40k, are these aspects worth putting money into? Does anyone have an insight on shining spears?

If you don't already have them I would advise against Banshees, Harlequins and to a lesser extent Scorpions. Shiining Spears ok cuz' you could always close-proxy them as JBikes which are awesome.

Banshees are regarded as the biggest disappointment of the new codex according to my Eldar-primary playing friends.

Scorpions and Harlequins are good though. Scorpion Exarchs are looking like quite good challenge fighters.

I havn't used any of them under the new codex...yet.

That said, Scorpions seem to be the best, at least on a value for money level, and the exarch can get a I6 powerfist. That's pretty awesome.

Scorpions are better than Harlies, who are meh. Shining Spears are actually pretty decent, Id get the codex and decide between Scorps and Spears

Shees are the hardest hitters but the least resilient. Shees are a particularly good counter assault unit as their lack of assault nades never really comes into play in this role. Using them aggressively is more challenging as it requires a more dedicated Wave Serpent force, and careful use of LOS and Battle Focus.

Harllies are difficult to kill because of Veil, but are basically completely reliant on Veil.

Scorps have flexible deployment and are the most resilient (minus veil).

I'm worried about the Harlequins. Veil of Tears not being "always active", that Shadowseer is just asking to get destroyed whenever the Harlequins are targetable. She goes down, and the entire unit no longer worth the points because no Veil of Tears and no grenades.

Scorpions got a lot better, and have the choice of (expensive) very high quality attacks with Scorpion's Claw. Shining Spears biggest weakness is the number of attacks. I haven't really run the math on them yet. They're also highly reliant on the Exarch for Hit and Run if they're not killing things before their next turn.

Are there any?
Harlies are a hard hitting unit in cc. But first you need to bring them into range. A smart opponent will see it coming and will possibly hit them first or withdraw his units.
Scorpions are an MEQ unit geared towards cc which can outflank or infiltrate. As said, the Exarch's claw will now hit with high initiative making it slightly better.

I'd be more worried about that one wound psyker periling and taking your protection away from a fairly pricy unit.
