If we take a unit of ork kannons for example and then attach a big mek to the unit, if I fire at the unit as usual they'll be the normal T7 from the artillery. But since an IC doesn't count as a crew member when its attached, I'm wondering if I get a precision shot at that unit and allocate it to the IC, will it wound against their toughness, or the guns?

Precision Shots don't affect the roll to wound, only the allocating of any successful wounds. So you'll follow normal procedure for rolling to wound.

He doesn't count as a crew member for the use of firing the artillery (i.e. using his BS), he still counts as a member of the unit for all rules pruposes.
