Hello, I'm new to forum so i wanted to say hello first.
Okay, so I wasn't playing Wh40k for about 2 years (still remember 5ed), but now in my hometown more people play it and there's gonna be a small tournament, and I'm invited, because in the past I was helping in various game scenes here, so I cannot refuse (to be honest I even enjoy the thought about playing it again). But the 6ed, and new CSM codex is still kinda dark magic to me, so i wanted to ask you guys for some help with doing army list for the tournament (need to win this so my legend won't pass).
Okay so the rules of the tournament is:
750pt
1 HQ
2-6 troops
0-2 elite
0-3 fast attack
0-1 heavy support
Vehicles only with total of 33 armor
no allies
Well i was thinking about making some fast attack CC army, and what do I have that can fit in this tournament:
Lord that I can modify (rather not a terma armor, unless any figure from space hulk could take it place with wysiwyg)
about 20-30 CSM (can be moved to choosen)
about 20 Zerks
10x 1k Sons
Deamon Prince
3 Oblits
10 Havocs
Propably going to buy 10 Raptors/Warp Talons in a few days
And if everything goes right i will have also
20x Cultists
Some additional Choosen and CSM
Most of my old army was vehicles so it's kinda hard for me now, I'll update this post if i would find anything else in my army that i didn't lsited here (was in boxes for about a year so i need to open them today and paint some things).

Here's what I run that is extremely effective. The points are about 750 give or take. Steer clear of warp talons, they are generally bad unless they hit their target, and even after an assault can easily just be shot up. I use suicide squads of termi's and raptors.

Nurgle or Slaanesh seem like clear winners to me. Noise Marines give you the ability to lay down a lot of fire power that ignores cover saves, as well as strength 8 ap3 cover ignoring blasts. These will be helpful at shooting through enemies who are trying to use cover and jink saves to survive.
Nurgle on the other hand offers the durability and special weapon capabilities of plague marines.
In any event definietely grab a squad of obliterators with Mark of Nurgle and Veterans of the Long War. They will rock out.

1k sons are trash, and plague marines are better in cc than berzerkers. Ad a core you should have plague marines heldrakes, cultists and obliterators.

If you can come up with some Spawn, you could make a pretty mean themed Khorne List. Chaos Lord- Mark of Khorne, Jugger, Axe of Blind Fury 10 CSM- Mark of Khorne, Bolter + CCW, 2 Plasma Guns : Rhino- Dirge Caster 10 CSM- Mark of Khorne, Bolter + CCW, 2 Plasma Guns : Rhino- Dirge Caster 4-5 Spawn The CSM play a lot like Grey Hunters, and double tap bolters and plasma into the enemy, and reward any charges with counter attack. The Chaos Lord is built to rip everything up to and including terminators limb from limb, and the Spawn escort him. Depending on leftover points you can grab other bells + whistles like an invulnerable save for the Lord, or Veterans of the Long war for your CSM. Also remember that you can Flat out with a Rhino to get within range of the Dirge Caster and protect your lord from things like Tau Overwatch.

Some people need to learn how to read, do math, or both. If you will notice the original thread, there is a vehicle armour limitation of 33, a heldrake is 34, thus is illegal  constant vigilence! It drives me crazy when people are so mindless that they all they can say is HELDRAKE in chaos list advice threads, even when Heldrakes are banned in an event due to limitations like in the op.

Recent CSM list at 750 I faced was:
Lucius
10 Noise marines w/blast master
10 Noise marines w/blast master
4 Havocs
3 Hellbrutes (yes, 3 of these..)
6 Bikers
He kept the bikers in reserve for contesting objectives. The hellbrutes marched right up the middle while the noise marines and havocs held back near his. Seemed to be pretty effective.

I hate to tell you this. But part of the reason he was so effective is this army is like 1200 points. I have it at 1,100 points with no upgrades to the havocs and I am sure they were shooting something other than bolters.
To the OP. best advice is to pick a mark for your lord. Then pick up the elites that become troops, drop in a group of autocannon havocs if you can and you choose whether or not you want your army in rhinos or not. Then run all the troops you can. You should be fine with most anything you would face at 750.

Okay thanks again for response. So I think i won't be buying this warp talons boxes, but instead wanted to buy Plague Marines. Are they still in boxes? Or you must buy some conversion sets or something? Oh and btw. oh many of them are in a box? Would appreciate some help with Plague marines based army now Oh and I'll be facing mostly some various Space Marines, Orks, and one Dark Eldars for sure.

Nurgle is very powerful, but remember that your units are going to be expensive, so expect to be heavily outnumbered. The Basic Skelleton of a list I would recomend is something along these lines Chaos Lord- Mark of Nurgle, Power Fist, Burning Brand, Maybe an Invulnerable Save. 5-7 Plague Marines w/ 2 Plasma Guns in a Rhino 5-7 Plague Marines w/ 2 Plasma Guns in a Rhino as many Oblits w/ Mark of Nurgle as you can fit in to your remaining force slot. Consider grabing Veterans of the Long War if not going solo to mitigate leadership 8 which isn't great. Hatred Marines on Power Fists also isn't bad. You need a Chaos Lord to make the Plague Marines scoring, so he is non debatable. The Burning Brand is excellent because it is Torrent so can score a lot of hits, and has a pretty solid wall of death fire mode as well. I have a lot of experience running a lightning claw + power fist lord, and if I had to choose one it would be the power fist, having s8 and ap2 is very helpful in a fight, especially against marine characters. Plasma Guns will be your best bet because they punch out terminators and because of the restrictions on armour, should be sufficient for downing any tanks as well, alongside the Obliterators of course. You want Rhinos so that you can catapult the Plague Marines to Mid Field. Your champ is probably fine naked, but if you really wanted to buy him a weapon, a Power Axe or Fist isn't a bad choice since he is pretty sturdy and only initiative 3 anyway. But the Plague Knife is a fine CCW, and his low speed puts him at an immediate disadvantage in challenges. Obliterators w/ Mark of Nurgle just pick a gun and patch any weaknesses. Just walk em up the field blasting away with their heavy / special weapons, and eventually punch somebody in the face with power fists. Mark of Nurgle is the best on them because toughness 5 on 2 wound terminators is huge. It means that Las Cannons and Bright/Dark Lances no longer 1 shot them, so without s10 the enemy will need to churn through all of their wounds. I did some estimating, and the list i posted will get you around 750 and still be able to fit in around 2 obliterators with the mark. Good luck in the tournament!

Well this one sounds great for me, gonna go to my shop in few minutes to order plague marines.
Btw. maybe I'm stupid, or not familiar with the new codex, but where can i check the cost of Artifacts such as Burning Brand of Skalathrax (I found it chart in the codex, but i can't find cost)
