Bit confused as to what this actually means, it is granted by the Conqueror of cities warlord trait, and gives me move through cover if moving through ruins, and the stealth (ruins) special rule.
So as stealth is a special rule that modifies your cover save, does that mean that you have stealth when using a cover save provided by a ruin ?

This is correct.

Certain special abilities have limitations on them, and stealth is one that can have it. In this case the limitation is labeled by the (ruins) means you only get stealth bonuses in ruins. Even numbers can be modified by this, such as the feel no pain roll being raised or lowered by using (4) after the ability.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.
