Sorry but this is the exact opposite of competitive. Basically none of your choices are competitive and you've no central idea behind the list.

Also you can't take Pathfinders without Illic Nightspear now.

Only one Crimson Hunter per detachment can be upgraded to Exarch as well

I think maybe try again and repost your list, currently as others have pointed out, it's full of holes/flaws

Fast Shot doesn't effect template weapons as well. You can only fast shot the eml or the reaper launcher.

Tempest launcher is not template weapon, it is blast weapon.

it uses template....blast plates are a template.....otherwise they wouldn't have added the little blurb under fast shot.

A template weapon would be any weapon that has the "Template" keyword in it's Type catagory.

Templates are refering to flamers if I am not mistaken.

something for the FAQ then since many would argue (your enemies) that the blast template the weapon shoots, would count as a template weapon. If they meant only flamer templates, then why did they not say "Does not effect Flamer Template Weapons." Though I do see your points, just think GW meant for fast shot not to work on any weapon that shoots a template instead of just reffering to the Dragons Breath Flamer (the only "Template" weapon that any Exarch has access too).

Blast and Large blast 'templates' are always referenced in the rules as markers, not templates (see page 6 of the BRB). But yeah, even GW gets this wrong on more than one occasion, for example the Mawloc entry in the Tyranid codex, which they errata'd:

Page 51 – Mawloc, Terror from the Deep.
This rule refers to using a large blast template. The word “template” should be changed to “marker” throughout the paragraph.

So Template weapons are most definitely only the ones with 'Template' in their range.

Also check for example the Swarms, Twin-linked, Hard-to-Hit USRs, which specifically makes a difference between Blast, Large Blast and Template weapons.
