I am a Blood Angels player and am a little confused with how fast vehicles work. I see that I can move 12" going flat out but how far can I move in the movement phase? I was under the impression that I could move 12" cruising speed and then another 12" FO for a total of 24". Please correct if I'm wrong. Thanks!

Fast doesn't change how you move in he movement phase.
It does however effect how many weapons you can fire at various speeds.

So you can only move 6" in the movement phase

Not quite, they move the same as a non-fast tank. But the amount of weapons they fire is different.
