Hey, here's a space wolves list I made. Their primary purpose is to be anti-Tau, but I would also like to be able to handle myself in most situations. I am also trying to keep model costs down a bit.

HQ: Wolf Lord in Power Armour (230 pts)
1 Wolf Lord in Power Armour, 230 pts (Belt of Russ; Runic Armour; Wolftooth Necklace; Frost Axe x1; Plasma Pistol x1; Warlord; Saga of the Bear)

HQ: Rune Priest in Terminator Armour (190 pts)
1 Rune Priest in Terminator Armour, 190 pts (Chooser of the Slain; Wolftooth Necklace; Master of Runes; Codex Psychic Powers; Jaws of the World Wolf; Murderous Hurricane)

HQ: Wolf Guard Battle Leader in Power Armour (160 pts)

Hi,
The main problem I see is you have no transports, so you are going to struggle against a gun line or against helldrakes. I would try and at least put a drop pod or 3 in the list.
I would swap the WGBL out for a Wolf Priest to lead the Skyclaws, his preferred enemy rule works a lot better to mitigate the WS3.
I would only have 1 squad of Skyclaws per wolf priest also, so either swap out the RP also for a WP, or drop the 2nd squad of Skayclaws and give your guys transports or buy some long fangs or something instead.

When you say "keep model costs down", do you mean dollar cost or points cost?

Your characters are all poorly chosen. Let me explain. This guy...

HQ: Wolf Lord in Power Armour (230 pts)

is not needed and has poorly chosen wargear anyway.

A wolf lord doesn't need a WTN because he already hits just about everything on a 3+. (He has WS 6 !) Second...Frost Axe and Plasma Pistol? Those are the two MOST overcosted wargear items in the codex. Not only that, but you have to get him into close combat in order to begin paying for himself and how many squads of firewarriors can you buy with 230 points? Answer, more than you can reasonable expect to get into CC with.

My advice is to drop the Wolf Lord and get TWO squads of Long Fangs like this...

Remark: Heavy Bolters are S5 AP4, Range 36", Heavy 3. Against Tau troops (like firewarriors and kroot) they need 3+ ToHit, 2+ ToWound and penetrate Tau armor.

These are the perfect thing for laying waste to Tau, and even against most other armies will provide a threat to troops.

Next...This guy...

Also will not pay for himself. If you want a character to lead skyclaws, then the correct choice is a Wolf Priest.

+ Crozius Arcanum ( = power maul),
Fang of Morkai (Gives preferred enemy against any one unit type to the priest and any squad he joins),
Wolf Amulet (= 4+ invuln save),
Jump Pack

The Priest is cheaper, just as killy and is a much better leader for the skyclaws.

Finally, your Rune Priest...

isn't too bad, but you've spent so much on wargear that you might as well just get another priest. My suggestion is to take 20 points from what you've saved on your wolf lord and do this instead...

Rune Priest in power armor + 2 powers. (100 points)

Now one of these dudes can hang out with your infantry and move forward while the other one can hang back (preferably with Long Fangs) and cast divination.

Last but not least. You don't need two squads of Sky Claws, but you DO need something that can deal with armor and/or Flyers. Ditch this last squad and get a third unit of Long fangs with Missile Launchers.

I have actually re-written the list from the ground up. The cost I want to cut down on is the actual cost in dollars, and I think I may have found a way to do so. I discovered a way of getting 6 drop pods for cheap(er), and I have dropped the Skyclaws entirely. I also added on some guard allies to the list (with AA).

In that case, I would stay away from vehicles and jump pack dudes. Since they tend to have a high dollar to point ratio. Possibly consider some terminators or Thunderwolf Cavalry which have lower dollar to point ratios.
