I've got a tournament coming up pretty soon, after a bit of brain storming I came up with this:

HQ

Librarian in Terminator Armour, Mastery Level 2 (130 pts)

Command Squad with 3x Melta Gun, Drop Pod with Locator Beacon (165 pts)

(Note that there are no restrictions on having a power armoured Command Squad with a Terminator armoured HQ choice, it specifies "any HQ choice" and doesn't mention any restriction on the army list page.)

General tactic:

Move Rhinos forward as far as possible in the opening turns, giving supporting fire with Devastator squads. Drop Pod arrives turn 1, and provides a no scatter bubble for the Deathwing Knights and Libby (who will be going for a turn 2 DWA), creating an immediate threat to draw fire from my Rhinos. The former will go for any high value targets that present themselves to shave a few wounds off or penetrate into oblivion.

If my opponent has turn 1, place the Rhinos near the Quad Gun and leave the QG without anyone manning it, so if he pops any of the Rhinos they're within a single turns movement to the QG, giving me 3 positions from which I can let off some AA fire combined with the two Devastator Squads, neutering some of the effectiveness of a alpha strike aiming to take out all or half of my AA if the Devs were to man it from deployment instead. Alternatively, combat squad one of the Tacticals so the other half can man the AA gun.

Land Speeders will exploit a hopefully scatterless deep strike on turn 2/3 or start on the board and serve to take some fire off my Rhinos by turbo-boosting across the board asap.

The DWKnights can't use the DP locator beacon on turn 1. The beacon has to be on the field the before it can be used, unless the DA book has a different beacon than C:SM. I don't have my DA book at work.

I was 99% certain the locator beacon didn't have that dumb restriction unlike the teleport homer but I checked just now and you're right. I'll just have to leave it to turn 2 I guess.

If your meta is horde-heavy, I don't think the flamer equipped land speeders are a terrible idea. However, I think you'd be much better served by MM speeders or even typhoons against most opponents.

Rule #1 is Look Cool.
