Just about anything as long as it is safe for plastics... Automotive primer is usually pretty good and I've heard lots of people use Krylon as I believe they make a plastic-safe primer.

Rustoleum ultra cover primer - works well..a bit thick, so spray carefully on detailed minis - use it all the time.
