I suspect that mechdar and new wraith heavy army lists will become prevalent builds for the new eldar meta.
So i decided to go against the grain and play something i have always wanted to try.That being an all eldar sniper list!

A fairly static gunline army that relies heavily on cover,but none the less fun and effective against elite armies,flyers and vehicles.
Its major weakness is of course horde and cc heavy army builds.Even having said that,the ability to pick models out of a unit such as a power fist or flamer is very useful in increasing my survivability.

Quick notes:the swooping hawks are great for hurting hordes and tanks alike,whichever is more of a threat.depending on the opponents army.
The wraithlord has a scatter laser for volume of fire and twin-linking the EML,which is also used for anti-air.And the wraithlord itself is there to babysit the frail snipers.

I think the build is very cool and fluffy but regrettably doesn't work. Av 14 laughs at the 3 EML you have. Tau will just ruin this list and against many armies you just dont have the tools to take ground

I have 3 squads of swooping hawks, they don't scatter when they deep strike.this means i can place 6 haywire shots anywhere on the board.As for taking ground, i still get fleet,battle focus,infiltrate and move through cover.that should offer some mobility.
I admit if they field 3 landraiders that may pose a problem but 6 haywire shots anywhere is pretty reliable.even if i only glance them to death.

I'm not quite familiar with the new book yet, so I have a question: what's the benefit of mixing pathfinders and rangers?

All hits they make are precision shots.

I may not know much about modern Eldar, but:

I really like the idea and it seems like you do not want to take any other troops than rangers.
Changes I could see are:
-Taking our wraithlords (maybe in favor of Wraithguard instead for numbers and more guns)
-Lessing the number if swooping hawks/wraithlords to make room for some sort of commando unit that can do the fighting in the enemy lines dependably. (Like wraithgaurd I think).
-Cutting down on wraith lords/sweeping hawks to add some sort of hard mobile unit like dire avengers in a serpent or similar.

These ideas are to add some sort of pushing power on your team so it is not just a duckhunt for the enemy shooting into a barrel of fish hiding behind rocks.

I don't think this is a legal list. The wording for Illic's rules indicates that you can upgrade units from rangers to pathfinders, not individual models. I don't think you can mix and match. Otherwise I think everyone who ran sniper heavy would just buy one pathfinder per squad to give +3 cover saves instead of +1.

Nice idea. Take a far seer and give her the Uldanorethi Long Rifle. Stays fluffy, and you get guide and prescience. Could see putting in at least one unit of reapers... put em with Night spear to give him slow and purposeful and them shrouded and maybe outflank.

Perhaps you could optimize pinning as opposed to snipers?

I've noticed that Rangers, Warp Spiders, Nightspinners all have pinning. You are using your Wraithlords as mobile brightlance cannons, why not swap some out for Nightspinners, swap a unit of Hawks for spiders, and try to fit in a Hemlock?

Spiders will give better results vs. Non AV14, and night spinners are equal to bright lances against AV12.

With the Hemlock forcing rerolls of the pinning tests, you might be able to tie down an infantry force with pin checks.

Night spinners also count as hitting side armor which makes them nice vs a great many vehicles out there. Unless I'm mistaken spiders are not natively pinning though. I think you have to buy the exarch and the gun upgrade for that. Hemlock I like the idea of in theory but you just need a lot to go right to make that combo work. (Coming in at the right time with no autarch to help with that, being easy to shoot down and being close for mindshock pod to work, to say nothing of it negatively affecting your own units)
