That would be fanning a revolver. It can only be done with single action revolvers, but allows for a much higher rate of fire.

I don't know what the stance is called either- I'd assume it is primarily used for suppression fire, or mowing down a room, because it would indeed be woefully inaccurate.

Google some videos, it actually has the potential to be very accurate in the hands of someone who knows what he's doing, but fanning is supposed to be for rapid shots, usually in close quarters any way.
