If a big mek is inside a building like say a bastion and roles a double 1 for strength what happens RAW? Since there are no models to measure from and the building is terrain not a model have no idea what what to think of it. I know that when a SAG Mek is inside a transport and this happens you just measure from the vehicle but I'm not sure if this applies here

The rules for buildings state that they follow the rules for transport vehicles....

Though to be fair, it is very poorly worded and the whole thing boils down to 'follows some rules, but not all' without telling you exactly how to go about doing that. I could make a RAW argument you measure from the building itself, just like the hull of a transport vehicle, but it would be shaky thanks to how badly written this section of the book actually is. It does seem like the best way to handle the situation, but best is not always right.

Yeah, you would measure from the building, just as you would if it was a transport vehicle.
