Im looking for a zombie miniatures game that has a campaign system letting you level up, gain skills and also find gear for later games, has someone made this and if so whats the best or closest one.

Two Hour Wargames' All Things Zombie has all of that and is designed for campaign play starting on day 0 of the outbreak. It has rules for travelling cross country between games, recruiting new survivors or having to fight them for their stuff, having to find sufficient food and gear to stop people leaving your survivor band etc. Personally I don't like their rules system at all (it's very heavily reaction based with limited control over how you get to react) but its popular with other people. YMMV.
Ganesha Games' Fear & Faith horror game covers many types of horror genres and can be used purely for zombies. There's supposed to be a zombie apocalypse specific expansion for it coming (but that's been the case for a couple of years now) but the core rules can still be used for this.
Crooked Dice's ZTV is fun but I don't think it has the kind of campaign system you're thinking of. It's more episodic (literally, each game is meant to be an episode of a zombie TV show).
Ambush alley do a zombie version of their modern combat rules called Ambush Z. Never played it so don't know how much campaign play it supports.
Zombicide is a co-op board game though there is at least one campaign of linked missions available for it. It doesn't really have any of the kind of experience/skill/gear gaining you want from one game to the next (though within a game it's all about those things) but with 4-6 players involved it is probably the most fun you can have with dice.
There will be many others. If you go to Kickstarter and search for "zombie game" it'll return 116 projects...

I am making a free table top zombie survival horror rule set, right now only the wargame versions are complete (warhammer-ish) though I am working on the RPG rule system right now. Feel free to download the rules as and if you are intereseted and like what you see you could even help me make/design the RPG ruleset.

Dead walk again is a free miniatures rules set, its pretty good I also just started playing all things zombie which i like but it can at times be complicated if you don't read the rules a couple times but the yahoo group is very helpful when questions may arise i also heard zombie a go go is supposed to be good i just ordered thoses rules. if your into gang warfare there is also new world disorder which has a supplement to run zombies against the gangs think of the game like necromunda, you spend points in constructing your gang and battle each other then throw in some zombies

The nice thing about All Things Zombie is they have a campaign start option where you can play as yourself. They have a questionnaire in the rulebook that you fill out and basically build a character from, such as if you have access to firearms, a vehicle, how much food is currently in your place of residence, etc. Pretty fun idea.

At Games Workshop, we believe that how you behave does matter. We believe this so strongly that we have written it down in the Games Workshop Book. There is a section in the book where we talk about the values we expect all staff to demonstrate in their working lives. These values are Lawyers, Guns and Money. |

Just seven hours left on the Empress Miniatures Moderns KS for anyone interested in picking up some inexpensive but high quality moderns.
Perfect for the Zombiepocalypse (one of the big reasons I'm grabbing a bunch - and the reason I posted in the zombie game thread - not to be spammy!)

Pic so you can see the sculpt quality - it's good stuff!
