First off - I apologize if this is not the best forum for this. It's half a rules question, half an army list proposal. Being the half-half mutant that it is, I opted to toss it in here.
So I took a gander at the Corsair Conversion kit (and some vehicles) on Forgeworld, and felt that they look pretty damn badass. I did a quick search on the web for Eldar Corsairs, and am wondering what exactly do they count as - a separate army to take as a primary/secondary detachment? Or something you can mix into an Eldar(/Dark Eldar?) detachment? Where can I actually find rules for Eldar Corsairs?
I'm currently building an Eldar force who have had their smaller-than-Codex Craftworld badly damaged, and needed to evacuate part of the population, settling on nearby worlds whether in orbital structures or on the ground. Sort-of-luckily, they wound up in Tau space and managed to strike a truce - they can maintain the system because of their own military strength and some *gasp* heresy diplomacy - it's more like a mild cold war (in this case, the Empire is already spread on too many other fronts to find it worthwhile to open up another one right in their back yard, while peace is an actual option).
The idea is to just basically have a Craftworld that lost its greatest strength (mobility) and have its entire force stick to one system, utilizing asteroid fields, planets and so forth to keep themselves going resource wise.
Tactically, the Craftworld is unorthodox; they handle Outcasts differently, having them be quasi-infantry in training rather than just the wanderers of Eldar lore - sort of like better trained Guardians. Corsairs could be thought of as a replacement for Guardians themselves, though. It would play into this army having a lot of vehicular/jump focus, rather than going full jetbike. That and I just plain love jetpacks, and is why I want to figure out some way to jam Swooping Hawks into my army, too.
So if Corsairs are something you can mix into your prime detachment, then I have this question: Is it worth taking allies outside of fluff reasons? Because Craftworld fluff-wise, they employ small units of "Renegade Tau" who inhabit the system, with the Renegades being something akin to the Farsight Enclaves, although much muuuuuch smaller and without access to any of the Tau Empires allies, like the Kroot (and they're painted in NOD colors. For Kane! :p).
