you do have enough for a legal army but it wont be a very good one, i suggest thinking about what kind of army you want... a foot list or a mech list.. we can help you after you decide that

You could pretty easy make a small infantry platoon or several full sized Veteran Squads. Infantry platoons can come with heavy weapons teams as well as a few special weapons, while Vet teams can come with 3 special weapons. Adding your list up quickly as a standard Infantry platoon squadron with 2 specialist weapon teams and a heavy weapon team gives you a bit over 400 points, that's assuming you use some of those as the Company Command squad for an HQ. This means you'd still need one more troop to make it legal, so you could take some of those from the platoon and make them into a Veteran Squad (just paint or mark them differently somehow).

If you take them all as Veterans, you should have enough to make it legal already.. Rough estimations would put your list at a Company Command Squad and 3 Veteran teams, though if they are on foot you'd probably want to give them some sort of squad upgrade that can give them things like stealth or infiltrate and cost 30 points per squad, putting you at around 500. This would be a legal army (1 HQ and 3 troops).

So if you just want to play low point patrol type games, you have a good list there, honestly. If you intend to expand, the first thing I'd do is get a chimera for the Company Squads and Veteran teams if that's the route you are intending to go, or if you intend to make it a gunline, I'd go for another box or two of troops to make it more sturdy. Either way, I'd start looking at artillery or Leman Russes next.

he was probably running this as an infantry platoon. A platoon command squad and two infantry platoons take up 25 models. The CCW dudes are sergeants, and obviously grenade launchers and flamers are unit upgrades.

You can continue to run this as a platoon if you like, but you don't have enough dudes to really make foot work. Better to buy a couple of chimeras and some better special weapons and run them as vet squads.

That's a medic, an upgrade for a company command squad, which he likely also had. Some of the rest of the stuff you list implies that he purchased the command squad box, which is designed to take this unit as an HQ choice.

None of these models are, strictly speaking, legal. Well, the +CCW ones might be, depending on what they were taken as. The grenade launcher and power weapon certainly isn't. Probably he just put together the models to look cool without regard to what models could take which upgrades.

Armorless torsos come from the command squad box and are designed to be used on senior officers (who get a 5++, making flak armor redundant). You can use these as officers, but no officer can take a lasgun.

You can run these in a single heavy weapons squad attached to an infantry platoon, but I really wouldn't bother. These will be better used as squad upgrades.

As for what army you can make, I'd agree that you can't make a good one. You do have a pretty good start, though. You have an infantry platoon and a CCS, which means that you're an infantry platoon away from beginning a foot list. Likewise, throw in some better special weapons, and some chimeras, and you've got the beginnings of a mech list.
