Iv'e started a BA army list that revolves around Scouts as the majority of the troops. But Theres no entry for land speeder storms in the codex. Should i just swap out the codex for the SM one or just scrap the land speeders as transports for the scouts?

No there is not.
Correct me if I am wrong but apart from the Red Thirst. Blood Angel scouts are the same as Codex marine scouts however Codex marine scouts have the advantage of Sargent Telion as well as the above mentioned Landspeeder Storm.
If I were to build a scout themed army I would use Codex Space Marines
