Above question says it all really.
I'm looking for an army that can be competitive, look awesome, not be boring and be fairly cheap on the pocket.
Any suggestions?

Space Wolves, Grey Knights, Chaos Demons I would imagine are the most "bang for buck" in terms of models to points to tabletop effectiveness.

Grey knigths.
low model count easy start up. decently good for new players
Dark angels.
new book tons of good models in DV which is very affordable.
Feebay get any army you want for cheap, just takes a bit of work to get shipshape.

100% dark angels. Every other option at the moment isn't even close.
You can make a 1000 point army with belial and 15 deathwing terminators for less than $50. Likewise, Sammael and ravenwing is stupid cheap.
With deepstriking terminators or bikes, neither list could be called boring to play. The models are all new sculpts, so aren't boring to look at either.
I've also recently had a pretty close game against a ravenwing player as well, and that was against a coteaz+henchmen and leman russ guard army, so it's certainly at least reasonably competitive.

Ebay.
It is trivial to find people breaking up DV sets and selling off the parts of the boxed set that they don't want. Searching for all of 10 seconds on ebay, you can find squads of 5 for $10-$20.
The best part is they've already got the extra DA iconography on them (moreso than buying them in the boxes as you suggest), and are much, MUCH cheaper.

GK dregowing is the classic low-dollar amount, high ownage count army. Drego + paladin terminators
DA have both belial and sammael for either terminator or bike armies. Belial is going to be a little more expensive than drego wing but you will have a modern codex. Sammael is great for an all bike army which is fast, tough, and can put down some good damage with plasma talons.
Chaos Deamons might also be good too if you go for the MC/FMC spam. 2 HQ greater deamons + 3 heavy support Deamon princes then 2 troops and you are done.
My personal favorite is the Sammael bike army.

Orks man. At least down here in NZ, I find Orks on the cheap all the time. Just bought the Ork half of a AoBR set for $20 NZD - like $15-$18 USD. And thats pretty normal.

It's pretty much because many people dont have the time.. or the pation for orks and sell em of cheap.. and very few people play orks thus cheaper to get it out of trades/ebay... but at times it's silly expensive *cough* GW *cough* Finecast meganobz *cough*

This is what I did. My Belial looked a million times better than the stock GW one and I've done three commissions for other gamers since.
