Does artillery have a 360' firing arc? It is not a vehicle but is not infantry either.....

Only vehicles have firing arcs. Artillery, like any non-vehicle model, can shoot in any direction.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.

Or rather, the general assumption is that the rules are supposed to allow non-vehicle models to shoot in any direction.

The shooting rules lack the allowance from last edition to turn models to face their targets in the shooting phase, and since the LOS rules don't assign a fire arc to non-vehicles, or explain how to draw LOS from anything that doesn't have a head, it's actually a great stonking hole in the current rules.

Most players either assume a 360 degree arc of fire, or turn non-vehicle models to face their targets, on the assumption that one of those options is most likely what was intended...

At least that explains that...

I wanted to answer this quoting page number and paragraph but I could only find a single section that even came close to answering this question. There was nothing directly giving permission to be able to turn in the non-moving phase or explaining how to draw fire arks from non-vehicle models. I was hoping for something a little more cemented then a single sentence that can be summed up as 'don't worry about the way it is facing.' For that reason I stayed silent in hope someone would point out what I was over-looking.

Oh the section that came close is on page 10, titled turning and facing. It isn't much to look at and seems more in tune with creating narrative, sort of along the lines of 'it is always best to point the models at the enemy.' It does state that the direction they are facing will not impact the shooting or assault phases but completely fails to inform you why. It was as if they intended to touch back on the subject during the appropriate pages of the book but then completely forgot to do so in the shooting section itself.

I would personally like something a bit stronger, but if you really need a page and paragraph to back up the whole 'shooting out of your behind' element this could be used....

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

It basically is a larger Infantry model that needs a buddy to work. And remember that it now has toughness and wounds characteristics, so that means they get killed if they are placed incorrectly or attacked from an awkward position. Protect them well.
