Using a strict RAW reading, the answer is no. Grounding tests, page 49, have the restriction that the hits must be caused by the enemy unit's shooting attacks. As vector strikes are not shooting attacks, and do not even occur in the shooting phase, they do not meet this requirement. Therefore you do not need to take grounding tests against vector strike attacks, even though you would think that being caught in a midair scrap would cause more distress to a winged creature then a few flashlights. Personally, I think it is an over sight like much of the 'can this be hit by vector strike' questions I have seen. In this case the writers had already put into place that flying monstrous creatures can not be charged so that would only, logically, leave shooting attacks. They just happened to forget they had 'special attacks' that are neither shooting or charged, some which can target flyers. These attacks, thanks to the wording of the book, do not qualify for grounding tests and a few other things as well.
