I am pretty sure the answer to this is no, but can the same malediction be cast by different psykers on the same target for a cumulative effect?

I am thinking of multiple castings of the runes of battle power jinx? If the answer is yes and I have enough psykers with it, say goodbye to your armour save!

Yes, according to the current ;permitted rules

You will find disagreement from this by people who read an explicit allowance as an implicit restriction, based on no rules, however as it stands you can Enfeeble someone tiwce and they will be at -2T, for example.
