Do Eldar Warlocks generate their powers before or after they have been assigned to different units? The codex says:

"Before the battle, immediately after determining Warlord Traits, any Warlock in the Council may be split off from this unit and assigned..."

The rulebook says:

"Before either player deploys their army, you must generate psychic powers for your Psykers."

Since deplyoment starts right after determining Warlord Traits, these things happen at the same time, right? So the players who's turn it is, decides what happens first. But the turn order hasn't started, yet...

Or does "Before either player deploys their army" refer to any point in the game preperation process? After all, it doesn't say "Immediately before either player deploys their army".
