Your allied detachment has it's own force organization chart and will require a primary detachment for each allied detachment. This table can be found on page 109, just below your primary force organization chart. Do take note that you are greatly limited with the allied force table, as it does not give you as many slots to fill, so I don't think you will be able to take five of them.

Thing is, though, Ministorum Priest do not take up a HQ slot, or any slot at all for that matter.

You can take 5 in an allied detachment, but I THINK you may have to take either a Lord Commissar, Primaris Psyker, Command Squad or Yarrick as well.

I think its one of the grey areas as they exist out of the normal FOC to begin with and dont actually use up slots. Then it could also be clear as day on pg 93 of the guard codex.

While I didn't over look the fact it is a slot-less unit, I didn't actually have the exact rule wording on hand and did make an assumption. That assumption was that it would follow the same slot-less limitations that can be found with other units. That being that you must have a unit of X before you are able to take the slot-less force. I should of known better when dealing with such an old codex, and for that I do apologize, as one should always research the rule before commenting on them!

Yeah, my fault for overlooking the fact the priest are even less restrictive then other slot-less units.

So in order to answer the question more precisely:
Page 109 does not create any additional limitations bar what you find on the force organization charts, reducing the number of slots available. Without any additional limitations you are limited only by the rules you find in the codex's army lists section. If the codex tells you the army list choice is slot-less you will follow the limitations for that choice to derive how many of these unique units you can take.

There is some debate if these slot-less HQ units fill the mandatory HQ requirement but luckily the last question in the FAQ answers that one for us. No, they do not. The FAQ is a little strange though in that it states you need to take another model for your warlord in the same answer. Even though the warlord part of the answer would be irrelevant in an allied detachment the rest of the answer still applies. You are required to take another HQ unit in order to meet the requirements, but then can take 0-5 priests on top of that.
