I assume by your use of the word 'enter' you are meaning onto the upper part of the ruins and not the base of them. There is nothing preventing these units from entering the base of the ruin, it is just area terrain after all, but such a limitation for the upper parts of the ruins do exist. Page 98, for those who want to review them for themselves. It is very interesting that it states 'all types of Jump and Jet-Pack units.' Normally any model that has the Jump/Jet-Pack unit type is bound by the rules of both it's original unit type and any that affect Jump and Jet-Pack. If a rule stated it affected Monstrous Creatures, then it would also affect Jump and Jet-Pack Monstrous Creatures. In this case though, the rule does state all types, and this is the very same rule setting the limitation what unit types can go into ruins. It would be an easy argument to state that it gives permission for jump/Jet-pack monstrous Creatures to enter the upper floors of a ruin. Of course, that is assuming it will fit in the position you are trying to place it as that is one of the limitations mentioned in that very same paragraph. One thing I do want to point out though - You are required to change the flight mode before you move. You won't be able to fly over the ruin and then, in the middle of that move, suddenly change the mode to gliding. This would put a slight kink in your plan, as you might have to wait for the next turn to change modes and assault. Alternatively you could still choose to move 12 inches if you are close enough to simply jump onto the floor you intend to assault, or you could decide to use the jump pack to reroll your assault charge and hope to make the distance that way.
