I watched a game this last week where an Eldar player had a Seer Council and claimed that the unit could stack powers. He rolled 4 6's for his powers potentially making either a unit +4 Str or an enemy unit -4 Str. Because the power doesn't state that there is a minimum he could reduce an enemies unit Str to 0 (which would kill the model). He played against a horde ork player and everyone in the hobby club was amazed to watch as 30 ork shoota boyz died turn 1, 30 more turn 2, and the last 30 turn 3. I've been out of the hobby for a while now and just wanted to know if that was legal? The player said it works for any of the runes of battle powers as long as you roll well... Running and extra +3(x)", reducing Ld by -3(x), etc...

There is a big argument about whether things stack. The rules say that different powers stack people think this means that the same power doesn't. RaW they certainly stack. So yes you can do this.

But you cannot lower a characteristic past 1 can you?

I thought this had been FAQ'd to stop Fiends of Slaanesh making you intiative 0 and unable to attack?

However the likeliness of you rolling four of that power is not good.

Then somehow he made 4 LD8 tests each turn without a single deny the witch? It's highly unlikely.

You can't reduce I below 1 and other stats below 0. So yes he can reduce S to 0 to kill a unit.

As for needing 4 casts Orks are only S3 so only 3 need to get through. Though it does seem he got lucky it is not massively out of the bounds of possibility. Even with DtW he has a 57% chance to get each power through. Getting 3 out of 4 is only just above average (with 2 out of 4 being below average). Once he'd rolled the 4 powers he's actually a decent chance to get 3 through a turn.

In the main rulebook psychic power section it states that maledictions can never lower a stat below 1, so the orks shouldn't have died.

Good catch I stand corrected. He couldn't have killed the Orks

We had a huge thread about the power stacking a while a go, an no consensus was reached.

My argument was that powers tend to say 'while this power is in effect..." If we understand this to mean the power in general, instead of individual instances of that power, the same powers would indeed not stack. (Because power is 'in effect' regardless of whether you have one or seven instances of it in effect.) The sentence about different powers stacking fits to this interpretation. Needless to say, not everyone was convinced.

In any case, with the new Eldar this issue becomes much more important. Before them, the cases where casting multiples of the same maledictions or blessings was even possible were rare. With the Eldar it is quite common. GW really should clarify the matter ASAP.

As Wisdom points out above, the rules for Maledictions state that, unless given specific permission, the curse cannot take characteristics above 10 or below 1. No killing units in this manner.
