I won a great auction on Ebay for a Necron army, after closer look something is a miss
Here is the Auction I won

I cant pay for it through paypal because the merchants account has issues from what paypal says
so i look closer and see this item was also sold and given positive feedback on the 18th of June this year

this is weird to me because both are identical
I am guessing this is a scam
any ideas?

Could be the other person didn't end up paying, though it might be a scam. I'd be surprised if he did it before and didn't get banned, though.
It looks like the buyer has 3 feedbacks, and 0% positive, while the seller has all positive reviews. I think you are safe, and it looks like a case of a defected bid to me.
If you want to be cautious, however, ask him to send you a picture with the Necrons in a certain arrangement or with a handwritten note with your name on it in the picture. You could even inquire with him about the nature of the bid.

It might be worth having a closer look at the pictures. It might just be me, but they all looked like variously zoomed sections of the same image. I'd be pretty cautious.

I dunno. Give the guy a chance. You've got up to 30 days from sale before you have to file a claim to get $ back. I usually give sellers 25days before I start the claim process.

On my ebay it says that the item was re-listed.
Could be non payment by the previous seller.
However,
If you can't pay by Paypal, don't pay any other way.

Paypal (and eBay, of course) have teams dedicated to fighting your corner for purchases that don't turn up. They will track down and force legal ramifications down the throat of the guilty party mostly off their own back.
This is also true of some credit cards, but exactly how far they'll go differs from company to company.
If you're paying with a normal bank account? Good luck - you'll need it.
