Do you think that the grenade pack needs LOS? The rules state one model in the unit can make a 'single special shooting attack'. So, a normal shooting attack usually needs LOS but since this is a 'special' one, Im not sure. I was hoping to be able to DS in behind terrain, thus avoiding interceptor, drop the grenades then run out and shoot. Im guessing most folk would rule it does need LOS but I think the attack is supposed to represent grenades being dropped as they fly in so the idea of carrying out the attack when on the ground seems a little odd.

You don't need LoS per that rule. I assume you can substract your BS skill from the scatter result, even if you have no LoS, as it doesn't mention indirect fire or barrage?
Fluff reasoning would be the unit had LoS during it's deep strike when the attack actually occurs.

As a follow up to the use of Grenade Packs to target a unit out of sight, the Hawks can then shoot in a subsequent phase and the codex specifies "it must target the same unit if possible". Does this allow the Hawks to target a different unit if the first is out of line of sight, or that they can only shoot if they do so at the target of the grenade packs?

As you say, they must target the same unit "if possible." If it's not possible, say because they don't have Line of Sight, then they don't have to target the same unit. Of course Line of Sight has to be completely blocked in that case, if even one model can see even a tiny sliver of a single model in the Grenade packed unit then they'll still have to shoot at it.

The grenade pack has a range of 24" so that would mean the grenades were illegally placed. What you can do is run prior to shooting in order to make the unit unable to shoot at the same unit.

I really need to stay away from the 40K forums.
