I want to put Flamers on my Tallarn Rough Riders, and I was wondering how many basic Flamers come in the Shock Troop kit.

If you look at the GW product desciption:

'This box set contains 10 multi-part plastic Cadian Shock Troops, and includes: five leg variants, seven head variants, 10 lasguns, two chainswords, two laspistols, two grenade launchers, two flamers and two Vox-casters. Also included are a host of additional components allowing you to assemble a Sergeant and personalise your squad. Models supplied with 25mm round bases.'

Bear in mind that the Cadian flamers have hoses going back to a backpack mounted fuel tank. If you want self-contained flamers, you're better off with the Catachan version.

I think I've modded the cadian ones to have a smaller canister mounted in the front where the hose goes. But I used a bit from the SM flamer, probably wouldn't be hard to model one up with a little plastic tube section and some greenstuff, but like insaniak says the cadian flamer may not be the best choice out of the box.
