Hi folks,
I've been reading through the Iyanden rules with the idea of using a Shadow Council which lets me form a unit of 1-5 Spiritseers.

Up til now, I've assumed that I must in this case swap out the Conceal primaris for the Spiritseer for the Voice of Twilight; but reading the narrative for all rules (wargear, warlord etc.); reading it again it sounds to me that I can choose if I want to override any specific rules.

Does this mean I can field a Shadow Council and use the Eldar Warlord traits? Or more relevently, can I field a Shadow Council and use the standard Conceal primaris?

You have to use voice of twilight. It just says "treats," not "may treat."

Yes, the Voice of Twilight and Iyanden Warlord traits are compulsory swaps, you can't mix and match from both books with these.

While the loss of conceal as Primaris is unfortunate, Battle focus on Wraithguard is pretty awesome, especially when you give them distortion scythes and a wave serpent!
