I'm fairly new to painting (less than one years experience) and I am starting work on my Blood Angels Lamentors. My first army was Eldar where I chose the Saim-Hann colour scheme and did not fancy painting up a second red army.
Does anyone have any advice on a quickish way to get a tabletop quality paintjob on yellow power armour? Would a yellow wash be preferrable to sepia/agrax/nuln oil?

It depends on the look you want. A yellow or sepia wash will give it a more golden/amber look, which can be awesome, but they will look quite a bit less dirty or gritty that way. It's your call.
If it was me, I would do sepia all over, then nuln oil sparingly to give it some grit.
As for the yellow itself, nice thin coats with a good brush. Prime white and try different yellows until you find one you like.

Yellow is more of a pain to work with than red. Either benefits greatly from a sprayed basecoat. Even a very basic single-action airbrush will give better results than trying to brush it on, and in a tiny fraction of the time.

Straight up, prime white, the use TAP's colored primer for your base. I use Daemonic Yellow for my still budding Imperial Fist army.

Yellow is one of the harder colours to nail, but take your time and make sure each layer is completely dry and you will be well on your way to a good smooth paint job.
If I'm painting yellow I base in a very thin layer vomit brown or snake bite leather then thin layers of my chosen yellow until I get the finish I want a couple of thin layers of sepia then touches of agrax in some of the deeper areas for shadows and boom job jobbed!!!

The best advice I can give for painting yellow fast and table top standard is to prime white and use Games Workshops Yellow Glaze. Then shade the recess using Fuegan Orange(sp?) wash.
I know a friend who does this for all his yellow models and they look great for Table Top!
While I personally like to build up my yellows in other ways, this method is quick..
I know a member on BolterandChainsword.com who used old Yellow Ink over white and works up to pure white highlights for his army.
