Basically, use it only when you plan on taking a bike or jetpack for your Tz lord / sorcerer. Tz CSM are rare so you won't see them often.

I've used the Tzeentch Lord on a disc with Sigil and Scrolls of Magnus at Mastery Level 3 and a Spell Familiar. While expensive he was really really tough to kill (he got Iron Arm) and severely annoyed several Ork units.
Being a jetbike he'll be super fast to get him where you need him, and learning new powers every turn can be very very awesome, or sometimes worthless, but very fun! I'd stick with a Force Sword, but a Staff might be good too...imagine the S6 + Iron Arm, he could crush some Dreadnoughts or vehicles too....or Wraithknights for that matter (but generally I'd avoid MCs).

The Bike Sorcerer is also an excellent choice especially with the Scrolls. That means the S3 hit if he fails the Scroll roll will only wound him on a 6 rather than a 5, though a 3+ invul from Tzeentchy Sigils help avoid that too, but only 2 wounds means it could suck pretty bad.

I'd take a Tz Lord with Sigil, mount and power fist.
Now I have a T5 3++ unit who can engage almost anything for fairly cheap. Add a single claw or the Brand for taste.

I'm actually deciding between running a jump pack tz lord or a disc one with my Tz warptalons, hoping the grimgoire gives them a 2++. The plus side of the disk is +1 T and... +1A? which is great, the downside is that I wouldn't be able to infiltrate them if getting master of deception as a warlord trait.
