Just a quick one, do you say which psychic power your using when you declare a target. Theres abit of infighting going on in my group about the whole secrecy thing which is kinda not complety clear how that works either.

Not sure how the whole 'secrecy' thing works when you are specifically told to generate psychic powers openly; 'so both you and your opponent are aware of the power(s) each Psyker has generated.' ( BRB pg 418)

Indeed, can we have page number in the rule book which highlights this 'secrecy' as I feel I might of overlooked something here....

Im told theres a note on page 118 regarding secretcy. my friend basically said he doesnt have to tell anyone what powers he has and he only has to declare target not effects. i.e he rolls to generate power on his own unit but we wont know what that power is. this will also be the case for wargear etc.
Now we as a group have always played it open so this is now causing arguments.
However if its legal then we kinda have to let him do it.

A note on secrecy. It basically says you can play any way you wish, but make sure it's fair. If he wants to play secretly, that doesn't mean you *have* to play that way (or with him). It offers that if you were to play against a "secret" player, you can ask to see his list to make sure he actually paid the points for those skyfires or just said he did. (I would assume because cheating at a game like this is an automatic DQ for poor sportsmanship).

You make it sound as though you don't have a copy of the rulebook to check for yourself...if so, whenever debates like this come up, ask to see the page and rule in question. Disallow their position outright if they then refuse.
In the case of secrecy with what powers are being cast, as Dra'al pointed out you are told to generate powers openly anyway. So he has no leg to stand on except as a suggested house rule, and then only if you agree to it.

I always read the secrecy thing as not sharing army lists, so certain 'invisible' items of wargear remain a surprise ('Yes, my Grand Master is modelled with a lovely array of grenades, isn't he? Guess you'll have to wait to find out which ones!') and keeping secret which units are in which transports to throw your enemy off (although I believe this only applied to 5th, under 6th I think it's written that you have to tell your opponent).
Psychic powers are generated randomly in the open, and anyway, how is he going to affect your troops if he doesn't tell you what effect it has? At that point, you know which power it is the first time it's cast...

It is indeed - Insaniak found it for another thread. Page 121 I believe, under the deployment rules.

That's only from the point it's cast, though. For instance, you might not be too worried about a GK Librarian getting close in a small Strike squad Rhino, as opposed to Draigo and the Paladin unit in a Stormraven on the other side. It's only when you get a big ol' blast marker of Vortex taking out loads of troops that you wish you'd known better...
Of course, if you didn't know due to secrecy that that Librarian was in the Rhino anyway it's kinda moot

As soon as the GK Libby popped out of Rhino, regardless of "secrecy," you would tell your opponent, "You, good sir, are a dirty cheater," since GK Librarians come only in Terminator armour.

Indeed the note on secrecy is referring to your FOC.
BRB Generating powers is public, and using powers you have to declare which power your using (page Happyjew mentioned).
Personally I wouldn't allow generating powers, or using powers in secret, because if they really want to, they are probably cheating.
Generating powers in secret allows you to basically pick and choose, while not declaring which power your using means (with ML2+) they can fail a good power, then try using the same power again, since you don't know any better.
