I'm currently building a list with a pair of dual Plasma CSMs in Rhinos.
My question is, is it worth considering flamers or melta as well?
My concern is that the assault nature of the weapons is wasted in Rhinos and the shorter range increases the likelihood of being assaulted.
Advantage is point savings and better horde and heavy armor punch. Also safer.

Hmmm. That is kind of hard. The more games I play, I'm liking flamers more and more. However, my rhino bound BA tacs all use plasma, as do my bikers. My ASM get the flamers and meltas, so its a different situation.
