I may have things a little confused, but Valthex seems to be a member of the Red Corsairs, and so not able to lead a Space Marine Army.

If you are looking to run CSM, then Sgt. Haas will not be there, and you may want to change the names of your units. I'm also pretty sure that CSM cannot take Stormtalons.

Aside from that it looks like you have a very solid list. I'm not sure if the storm bolter is worth it though. One thing I might add is a flamer for 1st tac squad for anti horde or a LS w/ MM/HF.

EDIT: I've checked IA9 and it clearly states Valthex is a master of the forge, following codex space marines rules and is a codex space marines HQ choice I'm not actually running an Astral Claws list, it's an Iron Hands successor chapter.

The stormbolter is to make better use of the hellfire rounds I'll be giving that squad, accompanying Valthex, acting as a psuedo sternguard squad. As they're all in a Rhino I can't take 10 guys and can't take special or heavy weapons.

In this list, Valthex would accompany the multimelta devs while the 1st tactical squad would continue to use hellfire ammunition.
