So, personally I use a spray of testors glosscote followed by a spray of testors dullcote after the gloss is dry, but this question pertains to any sealers out there so that others that use different brands can get an answer if they ever wonder this as well.

In this instance, I sealed my librarian and realized I missed a few highlights! I was thinking that after the sealer dries for a day I'd go back and do them...I've painted over the dullcote before and it hasn't caused an issue. However I'm unsure about reapplying more spray sealer as I don't want to frost the model up with too much sealer. How do you think the brush on varnishes would work in this instance, just applied to the touched up parts? A store nearby carries vallejo matte varnish and I could easily grab a bottle of that.

One more coat of varnish won't cause frosting, you'll be fine.

The issues that cause frosting are dependent on the conditions and technique of each application, not the number of coats. There's no greater risk in a second, third, etc. than the first. Things might get a bit cloudy after many, many layers, but that's not something you're likely to ever run into (nor is it what people are referring to when they talk about frosting, for that matter).

Brushed or sprayed, you should be fine.

I did it on most of my marines, wich I painted, then varnished before I added all the markings later and... varnished again. No problem on more than 60 models.

I can't say about using Spray Varnish, but several times I have applied a varnish once something war nearly complete and then painted some and after that was done, another layer of varnish. Minis look great.
