i've scoured the DA dex and i really would like to use some special issue war gear but im unsure as to who can take it.

Im thinking of using a Power Field Generator in the back map to survive more wild shooty attacks!

also does anyone thisnk that a DA army with sisters as allies is a good idea im going with it regardless but any ideas or tips would be greatly appricated

If a model make take items from a wargear list, it will explicitly state in their army list entry they may.

To use the most common DA character as an example:
A Dark Angels Librarian may take items from the Melee, Ranges, Special Issue and Chapter Relics wargear lists.

iirc, the entry is worded to that effect.

Sisters might be good for adding extra bodies to a deathwing army.
