Chaplain is attached to the Assault squad, but since its Blood Ravens I was hoping for a Librarian/jump pack to lead but that extra re-roll is just to tempting. I was also thinking of swapping the Typhoon on the Talon for a skyhammer, but once again, i'm still not sure

First, welcome to Dakka.
Not a bad start.
Don't bother with the SB on the chaplain. You'll get more milage from the extra attack from keeping your bolt pistol. Taking the SB is paying points to make yourself worse. One of the few trap choices in the codex IMHO.
Just remember that your drop tac squad are not sternguard, and drop conservatively. I might switch to a MM rather then a ML, as you don't have any melta in your list. Might be worth going full melta. This sarge deserves a combi more then the other tac sarge.
For you standing around tac, swap the flamer for something with range. Good place for a PC as well. Drop the power weapon and use the points to make the squad more shooty. If you get into a bad CC, fall back, rally, and shoot.
When I run a 5 man assault squad (which I enjoy doing) it's a basic power sword on the sarge, flamer on the squad, with a bare bones chaplain (just the JP) The sarge has first dibs on melta bombs if I have a spare 5 points. Plasma pistols are massively overpriced, IMHO. They do look cool though. I'd be lying if I said I didn't have a PF/PP jump sarge. He just never sees the table due to his price tag.
Bang for buck, I'd go with the sky hammers. I just don't see the typhoons justifying their upgrade cost.
I like dev squads 10 man strong and hunting infantry. That said, what you have works. I'd rather spend the points on an auto/las pred. You might consider going with a 3xML, 1xLC to save points. You pay a premium for the big guns in dev squads...
I'm a firm believer in boys before toys, where you are better off with more boots on the ground then a few tricked out characters. You spend more on upgrades then I do. That doesn't make it wrong, just a different philosophy. What you have is a fairly well balanced TAC list. Looks like it would be fun to play.

Typhoons I think are the better missiles. I mean you are only dropping to 48" range, and one shot, for a boost in S and AP, with the option for small blasts.
Never been real fond of full bodied Dev squads unless I need 5 bodies for bubble wrap else were. I do agree with the 3x ML to 1 LC. That way you can give the Signum bonus to something that will bring the pain.

While in general, I'd prefer 2xS8 AP3 shots to 3xS7 AP4 shots, I don't think it's worth 20 points for that upgrade. I will admit a bias in that my scatter die hates me, so I discount the frags. I feel the skyhammers give you a nice punch, without getting too expensive. Opinions, obviously, vary.
Devs are a balancing act. If you add more guns, the price per model gets crazy high. Once you start taking fire, each marine killed is a major hit to the output of the squad. Adding some meat shields helps the unit weather the fire better, but boosts the total cost, while lowering the PPM. What level of balance you run is very list and comfort level dependent. I'm OK with 5 mans with the low end guns ( MLs and HBs) but once the las and plasma comes out, I want guys in front taking the hits. YMMV.

I don't advocate the use of devs in 6th. The ML is utter trash, and lascannons are overpriced. The best weapon I think is the plasma cannon, but it is situational because small blasts are very inconsistent.
For heavy support, look into thunderfire cannons and vindicators. They are more game changing than devs.
If it costs 20 pts to go from skyhammer to typhoon, I think its probably better to use those points as a down payment on a second storm talon.

1. drop the Storm Bolter
2. Tac squads aren't for CC - so I wouldn't take the sword.
3. In Assault Squad give the plasma pistol to someone else. Not too many points in one model. He'll get challenged and die.
