I tried out proxying a horus heresy army in normal 40k games a few times, with mixed results. Most of the rules seem to work pretty well with normal armies, and I almost never felt like I had an unfair advantage.

But what about the mechanicum rules? Do you think that a mechanicum list is viable for semi-competitive play (not fluffy, but not win at all cost either)?

It can work, but until FW releases more horus heresy books, the Mechanicus list is quite limited in the amount of options you get, so while it can hit hard, once the opponent gets used to it it can be something of an uphill battle.

As Kain said, the Mechanicum is really a small allied contingent at the moment.

An upcoming book will have a better span of models and units.

That's pretty much it, nice for an allied contingment for your Iron hands, but for a full on army? I'd recommend waiting for more Horus Heresy books to expand the list.
