I plan on making a "conscript" army out of general imperial scum, does anyone know good model ranges that include Pirates/Gangers/Mercenaries? i plan on using a mix of them to make my army so any suggestion to that effect would work! Thank You!

Meh... dv cultists might be alright for gangers but they still have too much of that random civilian feel to them... im looking more for an organized crime feel

I've seen some cool results when you paint Cadians orange.  Or you could cobble together some stuff with Necromunda gang figures.

Awesome suggestions. I may use 1-2 of those myself. Plan to have some Hive Gangers in my steel legion list. Any other suggestions?

I was actually thinking about something similar, How would people feel about using the Original Conscripts from warlord games to bulk out infantry squads, with Mosin-Nagants counts as lasguns.
They work out at 35% cheaper per model than the 5 pack snap-fit Cadians, and have better scupts, poses and uniforms (and look suitably weedy standing next to Catachans)

my Buddy just used catachans for his conscripts, but piqued them with orange jump suits, they looked like buff prisoners, haha idk if that's what your going for...

Either that or use some of each models shown here, it will make your army vary unique, different, with no standard uniform, but if your going for a penal legion look, the guys with the explosive collars is the way to go...

I painted a bunch of old metal catachans in orange jumpsuits, you could easily do it with the plastic ones.
then just added some gang colors to the bandanas, green stuffed som "bling" painted the odd gold tooth here and there,
blammo!
I have some necromunda models thrown into the mix as well
