I am reading "Horus Rising" and one of the imperial personae, I think it was Sindermann was stating that the Emperor has made the decree that there is no spirts, Gods, etc and wanted to free mankind from shackles of religion. However, in the Lectio Divinitatus, it states, The Emperor is God and God is the Emperor. I don't get the discrepancy.

Also, Loken says in the book, there were all 14 Legions at the Great Triumph but I read "Horus Heresy Collected Visions" where there are 18 Legions, and on Lexicanum, I read there are 20. What is right?

The Lectio Divinitatus is not Imperium sanctioned at this point in time and is considered a cult that should be squashed (hence the Word Bearers antagonism).

The great triumph was where the ceremony was and 14 of the 18 remaining legions were there. There are 2 legions that were expunged before the events of horus rising due to unspecified transgressions, likely killed by the space wolves and the remainders integrated with the ultramarines.

Cool, thanks for explanation.

I was confused because Loken said "All of us" so I thought that meant 14 total legions in 40K universe.

"All of us. Fourteen Legions were represented, either in total or by a company."
