So I want to get at least one more Warcaster to learn and stick with so I can have a bit of variety when I start to get a little more competitive. I have three in mind I possible want to get, and see it as a way to up the challenge so I can better learn the game. Here is the three I was thinking about getting and my rationale behind it:

PHigh Reclaimer: Now, he might not have the best Focus stat in the game and seems a bit fragile, but from what I can see, he can do scenarios well with Burning Ash and put that up in the thick of the fighting with the opponent models with mine and help with the attrition game. Also, his feat would be good with Bastions and other Multi-wound unit models.

pFeora: A nice offensive caster with good stats it seems, plus a good amount of her spells it seems are pretty damn good. Low focus of 6, and her feat is kind of meh if you do not pull it off right it seems.

Reznik: Can be a great Assassination caster in theory, and a great feat from what I see if it is done right. Witch hound is a good ability, but it may be rarely used that much, although it seems Perdition can help move the jacks up a bit faster.

All this is what I see, but I could be wrong, Which one would you think would be be better to get for the competitive level guys?

None. High Reclaimer & Reznik are both tier-2 kind of casters. High Reclaimer has really bad match ups, and you're already eyeballing reznik to play for assassination which is always a poor mindset to be entering in.

pFeora doesn't do anything some other protectorate caster does better, she's like a C/C- at best

If I had to pick one. High Reclaimer. He's really strong in some match ups, particularly against hordes factions that aren't Legion. You can cover his weaknesses with another list.

Well I mean as a possibility, but yeah, you are right on that. I was leaning towards more High Reclaimer more likely I think, but what other casters do you think are better than those choices? (I already have pKreoss and pSeverius, just for reference).

eFeora & Kreoss3 are 2 of our other solid casters. eFeora plays really different than or pKreoss or pSeverius and can really get a lot more agresive with her 'Jacks thanks to escort and the best defensive stats for a mid-line position in the faction.

Kreoss3 plays more similarly to pSeverius or pKreoss in that he is a fantastic force multiplier. His buff quality is lower than pSevvy, and his feat isn't bonkers like pKreoss. However he makes up for it in mobility and really good ability to close out the late game on his own.

For competitive, of the three the OP has listed, only the High Reclaimer has appeared at recent lists (DieCon if I remember right). He has some very strong matchups with his clouds and spell lists (but you have to avoid the bad matchups carefully).

All three are in the B-List category from my experience, though. Reznik is really more a 'Jack caster that CAN assassinate if given the option (never go in trying to do so with him, you'll just get him killed trying to force it). pFeora doesn't really do anything interesting at all beyond being a super solo.

The Kreosses, the Severii, Harby, and eFeora are usually considered our most competitive casters.

Alright, thanks for the advice. I might keep eFeora in mind, but I am still leaning towards High Reclaimer for now, although I can change my mind and get eFeora. At least a brought it down to two for now, but both sound good to me.

I suggest Reznik from the three, but not to be played as an assassination caster. If you are going to be playing with a competitive mindset then Reznik's perdition spell will teach you how to use extra movement shenanigans. If you play opponents with any sense Reznick should never end up in combat himself and assist his warjacks in moving in for the kill.

as for reznik:

He /is/ an assassination threat, but no one for fall for it
Witch hunt; same idea, the fact that it probably won't trigger doesn't mean your opponent doesn't WANT to cast spells at you, it means that it is good enough that he probably won't risk it
His feat is excellent, when you are going for the kil

Really, the trick to reznik is using mostly low focus jacks, I usually start my toolbox with 2x vanquishers and a reckoner, then either a santifier or the avatar, and an infantry (plus the usual choir and 2 vassels) the idea being to punish at ranged and use his melee buffs to make those ranged jacks usable in close range.
His real issue isn't that perdition isn't good, its that if you want to run close range jacks you need some focus tricks and he doesn't have any, perdition is too expensive focus wise and unreliable which keeps him from being a really good caster

Might plan to get him in the future, but not now. Plus I kind of have a complex or something that I need to get the first of something before I get the next version of it and/or so on.

I'd grab High Reclaimer. Ever since reading that intro story in Prime mk2 he's been my favorite Menoth warcaster. I'm guessing the "desired intent" of that story was to make Stryker look awesome, but I went the other way with it.
