Somehow I'm completely unable to find the rules regarding this (Ork iz stoopid).

If a Eldrad(Mastery Level 4) has a power costing two warp charges, may he cast it twice? Can he put the same malediction/blessing(one warp charge) on four different units?

I'd be grateful for an answer including the page number(s).

Page 67 of the rulebook under Manifesting Psychic Powers: "A Psyker cannot attempt to manifest the same psychic power more"than once each turn - even if the manifestation attempt is not successful."

A psyker cannot attempt to manifest the same power more than once per turn (pg 67), so unless Eldrad has a rule that allows him to ignore this restriction, the answer is no.

I believe Eldrad does have a rule allowing him to cast a psychic power twice. I know he had it in the old book, unsure about the new one but its safe to assume it stayed.

This....is terrible advice. Never assume anything about the rules of 40k. READ YOUR RULES before using them! If you think your unit has a rule, and you've been using that "rule," and an opponent calls you on it and you can't produce it...at best you're stupid, and at worst you're purposefully cheating.

Yeah. Special Characters' special rules in particular have an odd habit of being different from codex to successive codex - often rather dramatically.

I know he doesn't have that rule anymore, he has a chance to generate additional warp charges now - a friend of mine was getting all teary-eyed about the thought of constantly dooming 80% of my army. When I told him he couldn't do that, we were looking for the rule, and I simply failed to find it.

Not sure on Eldrad, but I know that Mr Ahriman can cast more than one psychic shooting attack per turn...but even then they need to be different PSAs. Other than that as others have said, generally no one can cast the same power more than once per turn.
