Using herald with a unit of pink horror is new to me so i'm trying to build a cost effective unit but am not sure how they work together.

I was thinking 11 pink horrors with lv 2 herald with loci so I can get prescience. This would give 3d6 str 6 shots with reroll to miss? Is the other warp charge on the herald useless or does it add to the unit? Also, do I need 11 pink horrors or is the herald adding +1 for the numbers?

Right, you get 2 warpcharges from the squad at 11 models, so thats 3d6 of shots, if you roll once on divination for the herald and once on tzeentch (taking the primaris Flickering fire), the herald can also shoot using 1 warpcharge (assuming you have already cast prescience), so in total you will get 5d6 of str 6 shots re rolling to hit.

Try making the herald level 3 and you will get a extra dice, for more fun, try sticking another herald or even 3 more in there. At most you can get 19d6 of shots, str6 re rolling to hit (19 d6 average around 67 shots?)

To answer the question, though - the Herald isn't a Pink Horror, so he doesn't count as a Pink Horror model for determining how many Warp Charges the Pink Horrors have. You'll need (at least) 11 Pink Horrors to get 2 charges.

You always will want to separate out the shots coming from the Tzerald, since Horrors are BS3 and Tzerald is BS4.
The Tzerald is an IC, which means he casts his own psychic powers.
Read the "Brotherhood of Psykers/Sorcerers" in the BRB to see how a unit of Horrors cast psychic powers.

First I would like to begin by bringing your attention to the exact wording in the Magic Made Manifest rule on page 38, for within this rule it states you need to have a unit of 11-15 Pink Horrors in order to generate the second warp charge. Because it is telling you the name of the model, instead of just stating 'models' you are required to have that number of pink horrors in the unit before you can evoke this rule. Adding any additional models of a different name will not fill the requirements needed to be able to use said rule, regardless of whom that model is. The only other way around this requirement would be if you had a second special rule stating 'this model counts as a pink horror' or the likes, which the Herald of Tzeentch does not have, as it would give permission to over-write the restriction. Therefore, to answer your second question first as it is easier, the Herald does not count towards the requirement.

Now I would like to bring your attention to the Psyker rule itself on page 41 before we head into page 66 where the more detailed rules for psykers are found. The very first words in this special rule states 'a model' instead of the usual 'if one or more models in the unit' terminology found when permission is granted for other models to use the special rule in question. This is very important to keep in mind for while page 66 is going into detail how the Psyker rules work those rules are all based on the per-requirement that the model has this special rule in order to access them. All this leads me to the conclusion that any rule found on page 66, including the generating of warp points, is done on a model to model basis. This is further supported on page 66 as the terminology found within use words along the lines of; 'A psyker' or 'the Psyker.' As the rules are clearly talking about a single entity, and no rule addresses what happens if you put multiple of these entities together, no permission has been given for separate Psykers to share warp points.

This is a good thing though:
If warp points where generated collectively a master level 3 psyker attached to a unit with the 'brothers' special rule would only ever have a single warp point to spend, as the whole unit must be treated as a master level 1 psyker!
