Command squads and honour guard can be taken by those specific characters who have the option listed.

he is neither a Captain nor a Chapter Master, he is a Forgefather...
seems he doesn't have the option to take a Command Squad or Honour Guard...
that's my reading of the Codex...

Insaniak is correct. By the standard he is a chapter master because he has Chapter Tactics, however he is not among the unique chapter masters who may take an honour guard.

If you have a Command Squad or Honour Guard available to your 2nd HQ unit, there's nothing to stop Vulkan from joining or even starting with them as an IC.
